ORR consultation - review of Network Licence
As part of the PR08 ORR published a separate consultation on the Network Licence. In general, the Rail Freight Group (RFG) supports ORR’s initiative to make Network Rail’s Licence more purposive. However, we consider that the new core condition (condition 1 in the new draft licence), defining Network Rail’s responsibilities for managing the national rail network to meet the needs of freight users, should be strengthened and clarified, to ensure better alignment with the duty placed on ORR by The Railways Act 1993 to ‘’promote the use of the railway network in Great Britain for the carriage of passengers and goods.’’
